I don’t recommend linking to or receiving links site wide. But you can contact other directory owners who want to exchange links.
The best way to find other directory owners is of course doing a Google search. Search for your niche topic and the words “directory”, “list your site”, “submit” etc.
You can also find other directory owners on forums. Start a topic saying you are open to link exchanges. You will get responses from webmasters who have regular websites who want to trade links.
